On 30 November 2011 the European Commission adopted and published the proposals for Horizon 2020. Horizon 2020 will be formally adopted using the "ordinary legislative procedure" (formerly known as "co-decision"), a process which requires the agreement of both European Parliament and the Council of the European Union.
The legislative proposals for Horizon 2020, including the Rules of Participation, are currently being discussed by these institutions. Key details of the proposal, particularly those relating to the budget, are the subject of ongoing negotiations; the conclusions of these will influence the final shape of Horizon 2020. It is hoped that by the end of 2013 legislative acts will be adopted by Parliament and Council and that Horizon 2020 will launch the first of its calls in January 2014.
